OHC Submits Comments on 1st Draft of the Ohio LIHTC State Fiscal Year 2025 Guidelines
Supports Process Improvements and Equitable Allocation Strategies
As Ohio enters the second year of the Ohio Low-Income Housing Tax Credit (OLIHTC), OHC provides comments on the Ohio Housing Finance Agency’s (OHFA) draft guidelines for State Fiscal Year 2025. OHC strongly supports the return to a traditional two-step application process, which will reduce unnecessary costs for applicants, and the inclusion of a two-week cure period for threshold deficiencies. Additionally, OHC acknowledges OHFA’s efforts to define rural areas and encourages continued discussion on the issue. While supportive of OHFA’s goal of ensuring all parts of the state receive affordable housing resources, OHC suggests alternative approaches to underserved area scoring, such as targeted geographic set-asides. These recommendations reflect a consensus among OHC’s diverse membership and aim to enhance program effectiveness.
